English Punch Ladle help

I have a large English punch ladle that is hallmarked. 9.5 ounces on standard scale. It’s not attracted to a magnet and light scratch test with 18k shows bright blue. Any input on sterling or not? Maker and age? I have Wyler’s book on silver marks but not having much luck. Thanks
