Could anyone confirm this is silver plated and also what the hallmarks indicate
This is electroplate as evidenced by the EP mark. The other marks are the manufacturer’s trade marks but as there are no letters it is not easy to search for.

No, only precious metals are/were dealt with by assay offices. As a consequence the marks on your spoon are not hallmarks, which is why I referred to them as “the manufacturer’s trade marks”.
