Expert Needed: Makers Mark ID

Assistance in identifying makers mark please for a pair of teaspoons, 12g weight, 5.5" (140mm) length, fiddle shell pattern, engraved 1841, I believe by someone other than the silversmith. Silversmith possibly John White (1800) Birmingham Assay Office?
My theory for British origin is the double mark on each piece. Possible duty dodger?

more likely german - could be.

It’s certainly nothing like any of John White’s marks and the style of the spoon doesn’t look quite right to be Brirish.

Advise toward narrowing down the region?
