Found ROGERS spoon

While repairing kitchen cabinets, I found lost silverware that had fallen behind draws. Think I’ve identified one set as circa 1940 Holmes & Edwards IS “YOUTH” silverware (spoons, knifes, forks). The one I can’t seem to identify is an odd little ‘spoon’ with and ‘anchor rogers anchor’ stamp on back. Closest I’ve found was: 1846 (anchor) ROGERS (anchor)

trademark used for about two years (c. 1865-1867) when William Rogers formed the Wm. Rogers Mfg. Co. Later the trademark was used by International Silver Company

Kinda leaning towards its somehow part of the other IS ware I’ve found? Any information is helpful TIA
