Was looking at this one but I don’t know if it is sterling or not, soooo I don’t know the answer to the question “to buy or NOT to buy?”

If that is the only mark the odds are its not sterling. Virtually all solid silver - sterling or otherwise - carries a purity mark such as the word “sterling” on American and others, or the lion passant on UK items. Rule of thumb - no purity mark, not sterling.
