Georgian British teaspoon hallmark help

Hello!

I recently purchased this Georgian British teaspoon and was wondering what the experts here thought of the hallmarks and maker. I was told that it was assayed in London but has no town mark because it is a teaspoon (is this true?) in 1798. Apparently the maker was Thomas Wallis II… do you agree?

Yes, I agree with the date and maker. The reasons for the lack of town mark are not clear, but it is not unuusal to find it missing around this period, especially on smaller items.
