Can you read and date these hallmarks

This is not a hallmark. Assuming it is English then we seem to have 4 repeated maker’s marks, typical of what is called a “duty dodger”. From 1784 London silver should have 4 marks: lion passant, crowned (or later, uncrowned) leopard’s head, date letter and maker’s mark. To imitate these (for the untrained eye) some unscrupulous silversmiths stamped their own mark thus avoiding assay fees and silver tax - and also having the chance to pass sub-standard silver to the public.
