Great grandmother's clip?

Hi! Any help identifying this silver clip would be much appreciated. What is it? What does the stamp mean? It was my great grandmother’s who lived in England, Russia, China and the US.

Here’s my guess !!, I have something similar made from Brass, it’s Spring loaded and it’s for holding letters and such .

But like I said, it’s a guess !!! .
