Hallmark on Silver Fork

Anyone able to identify this hallmark and whether or not this fork could be silver? The design on the fork appears to be hand engraved. Based on some of the symbols in the hallmark, I’m thinking this fork could have been made in the middle east but I havent been able to find any info through google. Thanks.

It’s also pseudo-hallmark by the way.

We can also say that it’s relatively old electroplate - after 1896, using the crown symbol on anything other than Sheffield sterling would have been a crime.
