Hello! Can anyone tell me what are those hallmarks? They are on a sugar tongs. It can be silver? Is there a makers sign?

I believe these to be French electroplate marks with the “10” indicating the amount of silver used in the plating process - possibly (as I understand it) a proportion of 1/10 silver. Clearly most of that has been lost as the base metal is very obviously showing through. The maker’s mark is the one below the “10” mark but these are not very well documented so I cannot identify it. The other mark (DUPRE?) may be an alternative maker’s mark or maybe a retailer.
