They are coffee spoons as evidenced by the model of a coffee bean on the end of the handle. They are not silver - I believe that I see “EPGS” in your dark, blurred picture. EPGS stands for electroplated German silver, German silver being an old name for the base metal alloy nickel silver. There appears to be no manufacturer’s mark as I think that the other mark is “A1” which electroplaters use to designate their best quality plating. Value is minimal.
