Help identifying Persian(?) hallmarks

Hi,

I have this ornate silver samovar with hallmarks which I haven’t been able to identify with any degree of certainty. The hallmarks on the bottom of the tea pot and in the base of the samovar read 84 (= .875 silver?), VARTAN.A, and something in Arabic script(?). Can anyone offer any information or clues as to where and when this was made?
