Help identifying Russian 84 silver spoons — maker's mark "GS”

Hello, I’d appreciate help identifying this set of 6 antique spoons. They appear to be Russian silver, 84 zolotnik standard. The bowls are gilded (vermeil) inside, with a floral engraving; the stems are twisted with a ball finial. Each spoon weighs approx. 16 g (96 g total).

The mark on the back of the stem reads "GS” next to “84”. I couldn’t clearly find a kokoshnik/assay mark or a date — photos attached, and I can take more if needed.

Could anyone help identify the maker, town and approximate date? Thank you very much!

Probably Grigory Sbitnev.
