Help identifying shoe buckle


Can anyone help me identify the marks on this shoe buckle? The shoe buckle is believed to be 18th century. I have no idea what the first symbol is, the second is an anchor, and 3rd I believe says HI or possibly HL. Any help would be greatly appreciated!

This is a Scottish provincial mark. The maker, IH, is John Heron of Greenock. The mark on the left is normally supposed to be an oak tree. Heron’s working dates were 1790 - 1840.
