Help identifying Silver Markings

I recently picked up a couple of Civil War items while junkin’ in Fredericksburg VA. One of the items that caught my eye was a well-used pipe. While I do not believe the stem is original, the silver band has a marking that I have not been able to identify. It appears to be a tilted Anchor, a five-pointed Star and a bird with wings spread out.

Anyone have a clue?

Hello, from the photo the metal doesn’t appear to be silver and the markings are definitely not English hallmark.
