This is not a hallmark - it’s not sterling. I’ve found the same mark on another piece, but at the moment, the name of the maker eludes me:

Ah, yes. The original photo is upside down. Given that this is inexpensive silverplate, there may not be a maker’s mark at all.
ETA: Britannia metal, which is a type of pewter, should not be confused with Britannia silver, which is real silver, and more pure (.958) than sterling (.925). Anything made from that would carry proper hallmarks, of course.
