please help with identifying these marks. HB is clear but I am confused by city marks

No idea at all - but they look more like silver marks than electroplate. I wouldn’t even like to hazard a guess at the country of origin.
Thank you. My grandparents left a reasonable sized collection of silverware all of which was fairly easy to identify but this piece is a puzzle. Most of what they had was 18 and 19 c London or b’ham pieces so its puzzled me they have bought something else different
