The “833” is probably the purity of the silver, or 83.3% pure. The Dutch used a lot of 833 silver. Can’t help beyond that.

The ZII mark to the right is a Dutch import mark for .835 fineness, introduced in 1953.
I’m thinking Germany for the makers mark.

But the sample is 833 and not 835! Maybe there are assumptions???
