Help please identify the hallmarks of brooches

I found just such a brooch, and I can not determine the brand manufacturer and country of manufacture of jewelry. Help, please identify:

  2. In what country produced the brooch?
  3. In which year produced the brooch?
  4. Which firm or master produced this brooch?

The “833” is probably the purity of the silver, or 83.3% pure. The Dutch used a lot of 833 silver. Can’t help beyond that.

The ZII mark to the right is a Dutch import mark for .835 fineness, introduced in 1953.
I’m thinking Germany for the makers mark.

But the sample is 833 and not 835! Maybe there are assumptions??? :confused:
