A small sauce boat made where and by whom? I have no idea, any help would be appreciated.

This is a Chester sterling silver hallmark with the date letter “a” for 1926. The maker’s (or sponsor’s) mark is HEB over FEB, the mark of Barker Brothers (Herbert Edward Barker & Frank Ernest Barker) of Birmingham and London. The alphabetic set of letters used from 1926 to 1950 are from the later medieval period and are difficult to interpret.
