Found this on a walk and not really sure what it is or what it does, Can anybody help please?

A clearer picture would be good, especially if you can capture any marks which might be on it. What is its size? It appears to be on a chain; is there more chain than we can see?
My first thought was that it might be a bell from a baby’s rattle, but, not knowing the size, that might be an absurdity.
