Help to identify hallmarks on silver Dance Card Holder

Hello, I am hoping someone with more experience than I in deciphering silver hallmarks can help me date this piece. From what I can tell so far the town mark appears to be for Newcastle. We can see the lion passant and the queens head, and the “F” for possible 1844? The makers mark appears to be “W.I”. How am I doing? Can anyone help confirm please? Thank you, David

Whole item photo, please.
It’s Chester, 1889.

William Neale - Bowl, buckle, card case, cigarette case, condiments set, dish, dressing table set, flask, frame, napkin ring, tray, vesta
William Harrison Walter - cigarette holder case.

Thank you - additional images. It has a monograph which I assume is of a family member but have yet to decipher it.

Bartholomew, thank you very much for your very quick help. Now I can try to narrow down the possible family members for the monogram based on the date.
