Any chance of a better picture of the marks? Having blown up part of your image to 4x size I think it’s going to be electroplate:

I believe that this is an electroplate mark of John Gilbert & Co (later John Gilbert & Sons, then John Gilbert & Co Ltd) of Birmingham and London. The spoon probably dates from c1890.
