But also not identified or dated. Pay no attention to the “buy it now” price. It’s been on eBay for almost a year, with no takers. It’s just silverplate (i.e., with virtually no precious metal), and given its rough condition, would probably struggle to make $15. There are a few more from the same maker out there, but I can’t I.D. him.
After several hours of searching, I give up…

Yes, I had spotted that first one. Yet another eBay seller who doesn’t know what he’s selling, but who thinks that putting RARE in all-caps will cause buyers to bring him riches beyond the dreams of avarice. Of course, it’s been on eBay for 600 days. 
You would think that with that distinctive maker’s mark - I think of it as a pair of lazy S’s - someone would have nailed it down by now. But I’ve had no luck, either.
