Looking for info on identifying the country of mfg , what metal it is and how to clean . I know the ancestor it was given to was b. 1867 and lived in SE USA . Thanks in advance !!

You got a lot of very useful answers about the marks but we didn’t really address your question as to country of origin or how, indeed to clean it.
You did not say if this is a cupholder, with the actual cup being capable of being lifted out, which might indicate a middle eastern origin or a single unit cup in which case it’s more likely to be eastern European.
Can you tell us a little about your forebear living in the southern states? Where was he from and how did he get there and what did he do when he got there? Apart from the important work of creating your more immediate forebears!
As to how to clean it, that depends on what it is made of: silver, silver plate, nickel silver, pewter or something else? Is there glass or some sort of ceramic in the structure? What can you tell us about that?
If it were mine, and since it is a cup and clearly designed to hold liquid of some sort, I would start with a soft toothbrush and some dish washing liquid and try and gently remove some ancestor debris. That might reveal a little more about materials used and what next step I took if any would depend on the findings.
What we can say, I think is it is spun not forged, well the base is, the lattice work looks regular repeat enough it is probably machine cast and the handle, perhaps I will leave that for now.

So my ancestor was born in GA 1867, she was 3rd generation born in US . The cup was given by her uncle who happened to own a store in GA . So some assuming on my part maybe the cup came from his shop .
Anyhow the cup seems to be two pieces but “lattice work “ is attached firmly to the cup- it does not seem that it was intended to removed , and does not seem to have had a glass .
Also forgot to mention there is no ceramic . I do have a box it has been in - zero markings or info there either .
