Help with date and maker's hallmarks on napkin rings.

I’m a novice and I’ve attempted to decipher the hallmarks on my two napkin rings, but have not been able to verity the maker and date. The hallmarks are a lion passant (I belive sterling), a maker’s mark C.H (is this Charles Horner?), a shield with a sword and three sheaves (Chester?) and a date mark that I really can’t figure out.

Any help would be most appreciated.

Yes to both Charles Horner and Chester. The letter F is the date code for 1906.
