Help with hallmark on silver mirror

I know it is 1900 and Birmingham. But cannot find who the maker is and also it looks like a journeyman mark. Any help would be appreciated.

I agree with your thought about the extra mark being a journeyman’s mark. The maker’s mark is almost certainly that of Henry Matthews which when complete looks like this:
