help with idenification of unusual shaped spoon

Hi,

I have an odd-shaped spoon which I am not sure which country it comes from, what it was used for and whether it is silver or silver plated. The mark on the handle is of a crown, the number 90 and an M. The spoon scoop part turns almost at a right angle towards the right. Can anyone help me with these questions.

the figure 90 almost every time refer to plated. 144 pieces of silver forks, spoons etc, was plated using 90 grams of silver.
You also find 60 or 20 referrig to that amount of gram on 144 pieces.
