I can’t tell you exactly where they are from except that it is an English-speaking country. The UK is a strong contender. Both spoons are electroplated rather than silver.
The mark on the first spoon almost certainly reads E P * N S; i.e. ElectroPlated Nickel Silver. As this is a generic mark it will be very difficult, if not impossible, to find the original manufacturer.
The manufacturer of the second spoon, S&L, is not known to me, but the “EP” mark shows that it is electroplate.
