In the first photo, the initials in the shield, the top-most mark, are “JG / EP,” for Joseph Gilbert (Birmingham, starting in 1894), ElectroPlate. So, the remaining marks are purely Gilbert’s own inventions - they’re not real hallmarks, and the spoon (I’m assuming that’s what it is) isn’t sterling.
The second photo is too indistinct to make out the markings, but they don’t appear to be actual silver hallmarks, either. The top-most mark appears to be “NS,” which would be nickel silver, i.e., no silver content at all (despite the name).
