This is electroplated, made be the Sheffield company Walker & Hall. Some of their items are date-coded using a private system. I believe that the letter O which appears just before their flag logo is their date code for 1932.

Hello Phil It is a little earlier. It is 1898 It looks like an Albany pattern piece
