Can anybody please help with these hallmarks? Looking at the condition of the hallmarks I would say they are quite recent? The item is a hip flask. Do the hallmarks denote sterling silver or silver plate?

Those are modern British pewter marks. Check A.R. Wentworth here:

The seahorse mark dates from 1980. Check Association of British Pewter Craftsmen here:
