It is probably an antique, crescent-shaped silver fibula (a traditional brooch for garments), originating from the Berber culture in North Africa, for example from Tunisia or Libya.
Antique Tunisian silver fibula “Hlal”. First half of 20th century. Symmetrical engraved style referred to as “Nemli work”, attributed first to Moche (Moshé) Nemni, a Tripolitan Jewish silversmith who immigrated to Tunisia.
