Part of the mark is obscured which prevents full identification. However this is definitely not a silver mark so dating it is impossible.

Thx,thought axe was 1916,1st mark is hard to identify,what could it be,as teapot is heavy and silver polished?!?

Gorham used an axe as a date code for 1916 on their sterling but this does not have a sterling mark and nor is it Gorham. In addition the Gorham axe mark is incuse (cut-in) without border.
