Is this a silver 925 Hallmark

The answer to your question is “no”. This is an electroplate mark. I suspect that the letter in the first box will prove to be an E, so, ignoring the symbol in the second box you have EPGS which stands for electroplated German silver. German silver is an old name for the base metal alloy which we now call nickel silver. The name “German silver” fell out of favour during the First World War so your piece dates before that time. The single crown or fleur-de-lis symbol is not enough to identify the manufacturer.
