Unknown origin and date. Is this even Silver?

The marks in the first photo are typical of U.K. pseudo-hallmarks, used on silverplate. It’s certainly not sterling from the U.K., North America, or any European country. Those would all have either real hallmarks or at least the word STERLING, and/or some indication of purity, like 925.
But yes, we really need to see larger images, not tiny little phone screenshots, especially the second image.
I think Jeff is onto the answer… There is not ‘sterling’ or stamp signifying purity. Thoughts?
I would be curious to test its density and compare.
