Is this Georgian Silver?

Beautiful sugar tongs but only a makers mark.

Understand its William Pugh of Birmingham.

Any way to tell if these are really silver?

It’s not possible to say that these tongs are definitely silver. They really ought to have at least a lion passant mark as well as the maker’s mark. However it is possible that William Pugh is the correct identification and that they date from before 1773 when the Birmingham assay office opened. I can only suggest that you get them tested properly.
