Is this spoon silver - maker IW

good afternoon
I have acquired a set of spoons with rubbed markings making identification difficult. Hence this posting. the rubbing is all in the same area on each spoon . Maker appears to be IW in a shield. other mark is circle with further circle inside. Inside the inner circle is T bar with numbers above[may be 13]. outside inner circle is A on top of circle and 86 at rt side. I am unable to check if the metal is silver but it looks so. IE no corrosion no plate rubbing. Spoon length is 22cms. I suspect they originate on the continent but would really appreciate ant help. many thanks. steve

That is an Austro-Hungarian mark.
