I could only find a patent date which I can’t read the whole thing. No other marks.
Update: I found the maker!!! I used a baby wipe and wiped it across the bottom of this and it showed up!! Thank you!!
Try gently cleaning the area with the inscription, then take a sharp, high-resolution photo.

Very gently. If it’s pewter, it won’t stand up to much beyond washing up liquid and warm water. Silver polish is too harsh for pewter, which is a very soft metal.
