Maker's mark Birmingham

I need help to identify a maker’s mark on a pepper pot marked Birmingham, year date 1899 and Lion Passant. The maker’s mark is faded, could possibly be “I.A”. The maker’s mark is in the shape of a heart. Thank you for helping.

Could possibly be HA for Atkin Brothers of Sheffield whose punch was shield-shaped… A fairly prolific Birmingham maker who used a heart shaped punch was Thomas Hayes, but I can’t make it look like TH.

I can read it as T.H and the heart-shape agrees. Thank you so much.

I bought it over the Internet. What would it be worth?

It was sold as a mini sugar caster!
