Maker's Mark (OW or WO monogram) on Sheffield Plate

I was hoping someone might recognise this very distinctive mark on a Sheffield Plate candelabrum, likely to date from c1860-1880, but could be later, given that it states “England”.

Not a mark I recognise, but have you considered that it might be pewter?

Thanks Phil, but definitely Sheffield Plate. The copper is showing through on some of the highlights, and it has been well polished.

The fact it states “England” suggests manufacture after about 1890. I did wonder if it could be William Osborn, but can’t find a reference for any plate, or a monogram mark like this attributed to him. I’ll keep looking …
