Matthew Boulton

Can you help me identify this? I think it might be Matthew Boulton; however, it does not have a lion mark. Doesn’t the lion signify that it is sterling?

If it were English sterling it would have a lion passant and (for Matthew Boulton) a Birmingham anchor assay office mark. So this is not sterling by Boulton. Neither do I think it is plated by Boulton as he would not have used the initials MB&S. I cannot identify the manufacturer but I’m sure it is not sterling; my best guess is late Victorian electroplate.
