Mystery Object

Can anyone tell me what this is? It is marked sterling silver and was sold/made by Rand & Clark. They were retailers, in Boston, from the late 19th to the early 20th century. There are some who think they may have done some of their own manufacturing as well.
The piece comes in three fitted parts that make up the piece. The small gold chased piece, looks like a “bunt pan” and fits snugly into the top of the 2 1/2" cylinder. The ornate engraved cap fits over the top of the cylinder.
The best “guesses” are a talcum or glove powder dispenser. Another guess is a tooth pick holder/dispenser.
I really would like to know what it is. Your input is very much appreciated.

it is also possible that it is a burner, you see middle section, maybe the part where the wick goes ?? just a guess… lovely piece
