Naval ship silver identification

I have been trying for years to figure this out. It is a covered sugar bowl, silver plated by Simpson Hall Miller and Co. My father “found” it while working at age 15 with his ship fitter father at the Norfolk Naval Shipyard in 1942. They were repairing a British warship at the time. It has VICTORIOUS written in fancy script across the front. 3636 is stamped on the bottom next to the maker’s mark.

I don’t understand, what do you hope to find out? Want to know which ship it was?
