Is it really Old Sheffield Plate and who is the Hand/Palm makers mark?

But on closer inspection it appears to be Old Sheffield Plate, with silver layers wrapped around the edges? It has a heavy copper base and the only makers marks I can see is the Hand/Palm motif in a rectangle, plus what looks like a sun (on the handle) an…
