Is it really Old Sheffield Plate and who is the Hand/Palm makers mark?

When I recently got this recently warmer, although it was with other antique items, I assumed it was a mid 20thC Reproduction. But on closer inspection it appears to be Old Sheffield Plate, with silver layers wrapped around the edges? It has a heavy copper base and the only makers marks I can see is the Hand/Palm motif in a rectangle, plus what looks like a sun (on the handle) and an Eye above one of the logos.

My initial research makes me wonder if it’s by Padley, Parkin & Staniforth or William Padley & Sons… but they both appear to usually include their initials and aren’t early enough for OSP? I did find a reference to John Watson & Sons using the Palm logo from 1830 (until it was acquired by PP&S in 1849), but can’t find any visual proof of this.

Can anyone please help me solve this mystery… is it OSP and who made it??

Thanks for your help… and what’s your thoughts on it being OSP? Can EP on copper have defined silver sheet edges (as in the photos)? Because if it is OSP, it’d assume it’s pre 1850?
