This is neither Russian nor a hallmark. Your spoon is English electroplate so the marks are the manufacturer’s own. D&S is the Birmingham company Deykin & Sons. They classified their electroplate quality with numbers 1 to 3 so the “2” on your spoon indicates second quality (essentially the plating thickness). The image in their mark immediately before the “D” is intended to be a Venetian gondola as their factory/workshop was called Venetian Works.
