Need help with country of origin

I recently came across a pair of male and female pheasant spice birds approx 10" long. My quandary is that the only marks I was able to find say “solid silver”. The quality is excellent and they have a nice patina and honest wear that I would consider consistent with early to mid 20th century. When I first saw them I assumed they were either Italian or German, but with no hall marks I am at a loss. Any thoughts would be appreciated.

I would normally reply to a post such as yours to say that there is no possibility of identification without a picture. However if the only mark is “solid silver” I don’t even think that a picture will aid identification.
