Does anyone know what these marks mean? Found on a brooch.

The obligations of manufacturers to mark and imprint numbers on artifacts made of precious of metals are recorded in Article 53 of the Codification of Rules for the Movement and Trade of Products and the Provision of Services. This is EU rather than specifically Greek legislation.
So scrolling down I note that the #34 may be a code for a region in Greece as well as a silversmith in that or any other region.
Anyway if that is correct this region #34 is Arcadia in the north west of the country where silversmithing has a long history.
But if that is accurate, and I am far from certain it is, then perhaps there should be three numbers on the item: the first setting out what the item is made from, the second setting out the region or district the item comes and and the third setting out the specific silver or goldsmith?
This item has two numbers: the .925 which indicates, pre EU, post LOT sterling silver rather than the EU code ranking #3 for silver and the #34 which could be a district or a smith or either or I suppose even both.
Of course if the heart containing two rather cross-looking epsilons facing each other is the maker’s mark then logic points to the #34 being the region.
Somebody more familiar with EU legislation generally and the rules governing marking by region or smiths could perhaps point us in the right direction or even better find and download a table setting out the code for the individual smiths in the various countries and regions.
In common law jurisdictions it would appear as a schedule to the regs under the statute. In civil law, it just appears as an addendum and apparently that addendum is too difficult for this subscriber to discover.
Anyway, Bart has got us all going in the right direction now all that’s needed is to find the track leading in that direction.
