This silver tray has the Oneida hallmark and USA but nothing indicating it’s silverplate unless the OL means overlay.

OL stands for Oneida Ltd, a name which the company adopted in 1935. If this were silver it would be marked as sterling so we have to assume it is, at best, electroplate.
