Origin of Pictogram Mark

This is a tale of 2 spoons. They are of similar design, one is struck for the Lagos Rifle Club, engraved 1923, assayed in Birmingham in 1922 and made by Elkington and Co. The other appears to have been commisisoned by the S… Rifle Association (SRA), probably in 1902. It is silver but has no markings other than what seems to be a very small pictogram(?).

I doubt that there is sufficient detail recoverable from the mark to deduce any specific informattion. However I would be very interested in any opinions as to where the spoon may have been made. It is also of note that the badge includes enamel work which was unusual on shooting spoons of this period.

Suggestions greatfully received,
